(c)本项目的特定资格要求：（1）本项目开标前被列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单（包括中央和地方财政部门作出的处罚，处罚期限尚未届满的），不得参与本项目的投标（以采购代理机构于开标当日在“信用中国”网站（www.creditchina.gov.cn）和“中国政府采购网”（www.ccgp.gov.cn）的查询记录为准）；
（2）单位负责人为同一人或者存在直接控股、管理关系的不同投标人，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的投标人，不得再参加该采购项目的其他采购活动；

（4）本项目不接受联合体投标，不允许转包、分包。
(c)Specific qualification requirements for this program: (1) Prior to the bid opening of this project, those who have been listed as dishonest persons subject to enforcement or parties involved in major tax violations are not allowed to participate in bidding for this project (based on the records of the procurement agency on the "Credit China" website (www.creditchina. gov.cn) on the day of bid opening); (2) The same person in charge of the unit or different bidders with direct controlling or management relationships shall not participate in government procurement activities under the same contract; (3) When a branch established by a legal entity participates in bidding in its own name, it shall provide relevant proof materials and a written authorization issued by the legal entity to participate in government procurement activities and bear all civil liabilities, and shall not participate in procurement activities of the same project at the same time. (4) This project does not accept consortium bidding and subcontracting is not allowed.
